ISLAMABAD: Special Assistant to the Prime Minister Hunaifa Rehman has said that much work has been done on the draft of the 28th Constitutional Amendment and that it will come before the new year.

Speaking to a private television channel, he said the amendment was inevitable. It could be a week or 10 days earlier or later, he said, but it would come.

Debate on new provinces

He said Bilawal Bhutto Zardari says the debate on new provinces should be brought to a full stop, although the debate has not even begun. What yardstick does he have by which he has judged that the people are against provinces, he asked.

The way to gauge public opinion is through parliament and a referendum. If parliament does not wish to gauge public opinion, the other way is a referendum.

Hunaifa Rehman made it clear that if provinces are not created in the 28th Constitutional Amendment, they will never be created.
